Market Operator Services Limited (MOSL) has named utility veteran Ben Jeffs as its inaugural chief executive.
Jeffs has more than 25 years’ experience in the utilities sector and has had senior leadership roles in both regulated and non‐regulated businesses having spent his early career with British Gas, Transco and National Grid.
He was also the chief operations officer for independent energy supplier First Utility between 2009 and 2011.
MOSL, created by United Utilities, Anglian Water and Northumbrian Water, appointed Jeffs as its first chief executive last month after the seelction was approved by its board members.
Jeffs describes himself as a “high impact, transformational executive who makes interventions on behalf of shareholders and senior managers to build momentum and create value through improved strategy and improved operations”.
He is now tasked with defining the organisation and resources necessary to progressively adopt the roles and responsibilities set out for MOSL by Ofwat.
His appointment comes as the market opening programme undergoes a third overhaul and was issued an amber warning by experts.
The first overhaul happened in August last year when Ofwat announced it was winding down OWML after the Treasury refused to allow it to be classified as a private body.
The second change to the programme occurred in February this year when the regulator had to abandon a scheme to appoint the Water Industry Commission for Scotland, led by Alan Sutherland, to oversee the programme, after it was voted down by the Scottish regulator’s board.
