Plenty of policy noise, but where’s the meaning?
It's being called Super Thursday. Last week, a flurry of long-awaited announcements and policies on utilities were finally issued by the government. Were ministers looking for safety in numbers, or hoping that the whole would be greater than the sum of its parts? Either way, they failed, because the collective industry response was a sigh and a shrug. From the renewables strike price through the confirmation of the capacity market to the damp squib of the Water Bill, the announcements failed to impress or - more worryingly - to address the key questions.
