James Bevan has spoken passionately to the Environmental Audit Committee about the impact of repeated budgetary cuts on the Environment Agency's ability to carry out its work. He said there had been "significant difficulties" recruiting and retaining staff and some workers were forced to use food banks because they did not have a fair pay deal.
