BIS is playing Whack-a-mole with energy costs

I associate summer with childhood holidays at the seaside. While better adjusted children would play on the beach, I'd abscond to the amusement arcades to play on the coin-operated machines. My favourite was always the Whack-a-mole. Players would mercilessly mallet the mechanical mammals only to find that suppressing one inevitably caused another to pop up elsewhere.
