The government should bring forward by two years to 2016 the date when rental accommodation has to meet minimum energy efficiency standards.
The call came from Friends of the Earth and Citizens Advice, which claimed that around 680,000 private tenants are each wasting almost £500 of energy a year, according to Energy Saving Trust figures, because their landlords have failed to adequately insulate their homes.
The Energy Act 2011, introduced earlier this year, requires private landlords to bring their properties up to Energy Performance Certificate (EPC) band E by 2018. If they fail to bring properties up to minimum standards by that date, they face fines of up to £5,000.
If the government brought the deadline forward two years, it would align with its statutory duty to eradicate fuel poverty by 2016, said Citizens Advice.
