Shadow environment secretary Jim McMahon has accused Therese Coffey of "passing the buck to junior ministers" and instead should take responsibility for the "Tory sewage scandal". He praised water minister Rebecca Pow's work in difficult circumstances, but reminded Coffey the "ultimately, those at the top take responsibility".
