Decc confirms Eco changes

Changes to the Energy Company Obligation (Eco) following a government consultation have been confirmed by the Department of Energy and Climate Change (Decc).

The changes include alterations to the energy savings that can be attributed to double glazing measures, and to the restrictions on solid wall insulation (SWI).

Energy suppliers are set to be credited with the full energy saving where glazing measures have been installed from April 2014.

This differs to the current regulation under Eco, which only allows the suppliers to claim part of the energy savings.

Decc is also set to remove the requirement that district heating system (DHS) connections must be made with six-months of the primary district heating installation, with the aim that this encourages more DHS systems to be installed.

The SWI restrictions have also been removed, with the need for the minimum thermal efficiency of the insulation (u-value) being removed.

SWI will now have to comply with building regulation standards and Decc said this change “will not dilute” Eco as it “will provide greater flexibility” for the measure to be installed.

Subject to parliamentary approval, the changes are expected to come into force from April 2014.
