Fewer than one in four staff at the Department of Energy and Climate Change believe the executive committee has a clear vision for the future, according to the latest staff survey.
Only 28 per cent say change is well managed in the department, while 27 per cent agree that when changes are made, they are usually for the better.
Across a range of questions on leadership and managing change, positive scores totalled 44 per cent.
Scores were higher on satisfaction with the work (79 per cent positive) and the team (81 per cent).
Nearly two thirds (63 per cent) of staff said they were proud to tell others they are part of Decc, 7 points higher than the civil service average.
Overall, the department gets an engagement score of 58 per cent, the same as the previous year and four points lower than “civil service high performers”.
