Lord Benyon said nationalisation of the water sector was "a soundbite, not a solution" as he defended work the government was undertaking to ensure water companies invest where necessary to reduce discharges from combined sewer overflows (CSOs). Affordability concerns must be balanced with ensuring the sector remains attractive to investors to fund essential capital projects, Benyon told the House of Lords in response to concerns about rising consumer bills.
