Emma Clancy to depart CCW

Emma Clancy is to leave the water watchdog CCW after three years as chief executive.

She will step down in September to join Salix Finance, the delivery body for the government’s Public Sector Decarbonisation Scheme and the Low Carbon Skills Fund.

During her tenure with CCW, Clancy has championed the need for a single social tariff in the water sector to end the postcode lottery of support that billpayers face. She delivered the independent review of affordability that made a recommendation to government to implement a single tariff across the country. Despite support, the Department for Environment, Food and Rural Affairs has opted not to adopt such a measure.

The organisation has pivoted to support the industry and customers around more broad issues than affordability and complaints.

During Clancy’s time, CCW began working to help people use water more efficiently and it has been outspoken about how company culture shapes what can be achieved in the build up to PR24 business plans being submitted.

Rob Light, chair of the watchdog, said: “Since joining CCW in 2020, Emma has built up the profile of this organisation, turning it into a real campaigning force for the water sector.

“Her determination to forge collaborative and productive relationships with all the players across this industry has brought real improvements for customers – and that will continue even as she moves on to her next chapter. I’d like to thank Emma for her focus, her positive attitude and her hard work. I know her success will continue.”

The recruitment process will now begin to find a new chief executive. Clancy is only the second person to lead the organisation, succeeding Tony Smith who had held the job since the formation of CCW in 2005.

A strong, independent and well-resourced consumer voice in the sector has never been more important. I wish everyone across the sector all the very best for the future.”
