The prime minister has pledged further announcements on green recovery policy this month, while the energy white paper is promised within weeks. With 4GW of new offshore wind capacity needed every year in the second half of this decade to achieve Boris Johnson’s commitments, clearly a detailed plan of how to deliver this from ground level is urgently needed.
