Is a change of direction even possible?

Replacing the energy minister when a complex draft Energy Bill has to be completed and guided through Parliament on a very tight schedule is an interesting move. Especially when the replacement is as much of an unknown quantity as Conservative MP John Hayes. He has been in favour of shale gas and against windfarms in the past, but then the Lib Dems are against nuclear power and that didn't stop first Chris Huhne and then Ed Davey taking the reins at the Department of Energy and Climate Change (Decc). Opinions can change once you become a government minister.
