The permanent board members for Market Operator Services Limited (MOSL), the organisation designed to oversee the opening up of the non-domestic water market, have been appointed.
The interim MOSL board has named the former United Utilities director Andrew Pinder as its new, permanent non-executive chairman.
He has previously worked as chair of the balancing and settlement code panel and of Elexon as well as acting as an e-Envoy, directly responsible to prime minister Tony Blair, for bringing together the development of the knowledge economy in the UK.
The former chair of Open Water Market Limited – the body originally created to oversee the market reform process – Peter Bucks has been appointed as a non-executive director to MOSL’s permanent board. His previous roles include non-executive directorships at Ofwat and the Office of Rail Regulation. He is also a trustee and council member of the Regulatory Policy Institute.
Bucks will sit alongside Margaret Beels, who has also been named as a non-executive director. Beels was the chief executive of the electricity pool, which enabled wholesale trading in the newly privatised electricity market, as well as leading British Gas’ efforts to separate its gas supply and network. She is also currently the chair of the Gangmaster’s Licensing Authority.
Anglian Water chief executive Peter Simpson was the only nominee as director representing licenced undertaker members, and Castle Water chief executive John Reynolds was elected to the board to represent new entrants.
The new board will work alongside MOSL chief executive Ben Jeffs, who started in the role last month.
Following the permanent appointments, United Utilities chief executive Steve Mogford and Northumbrian Water chief executive Heidi Mottram have resigned as interim directors of MOSL.
