Electricity network operators should be able to own and operate electricity storage where reinforcement is the only viable alternative to flexibility. The proposal is included within Energy Networks Association's (ENA) latest Innovation Strategy Update, which also calls for the creation of a strategic planning body for high energy users by 2028.
