Open Water: ‘Don’t reinvent the wheel’

The water market in England should be based upon the Scottish market when it opens to competition for non-domestic customers in April 2017, said the latest document from market architect Open Water today.

The market should ‘not try to re-invent the wheel’, it said, but learn from the six years’ experience of the Scottish market. It should be governed by a single set of market and operational rules.

Open Water’s latest iteration of the market architecture plan, first published in January, emphasises that water companies will need to take major strategic decisions quickly to be ready for April 2017.

It warns companies to be careful when setting wholesale tariffs, as they could “inadvertently offer opportunities for cherry picking, or open themselves up to accusations of market squeeze.”

The document stresses that company boards are responsible for delivering a level playing field, allowing new entrants to compete fairly when the market opens.

It acknowledges: “Some companies may consider that it is better that they pursue the option of exiting the non-household retail market.”
