A quarter of England’s local authorities have admitted that they are not enforcing energy efficiency requirements on private landlords. While 35% of authorities surveyed claim to be proactively enforcing Minimum Energy Efficiency Standards (MEES), 25% said that a lack of resources means they are not enforcing the rules at all.
