Senior departure announced as part of Ofwat reshuffle

Another senior leader at Ofwat has announced their departure alongside key leadership changes within the regulator.

John Russell, senior director of strategy, finance and infrastructure, will step down from his role in the summer for a chief executive position outside of the water sector.

Russell, who has spent six years at the regulator, will join the defence regulator, Single Source Regulations Office (SSRO).

He was understood to be in the running for the chief executive position when Rachel Fletcher departed in 2021. After an interim year at the helm, David Black was named permanent chief executive last year.

The news comes weeks after Aileen Armstrong, senior director of finance and governance who is overseeing the PR24 price control, signalled her intention to leave in the summer.

Russell’s departure was announced internally today (28 February) alongside other changes among Ofwat’s senior team.

Elsewhere at Ofwat, Emma Kelso, senior director for markets, enforcement and customer policy, will step back as a senior director but remain within the organisation while studying for a doctorate.

Ofwat said the role filling is “very much in train” after Armstrong’s resignation was announced and that the strength of the board and executive team was adequately equipped to oversee the price control preparation.

Finally, Paul Hickey, who is managing director for the Regulators Alliance for Progressing Infrastructure Development (RAPID) will join Ofwat on a permanent basis after being seconded from the Environment Agency in January 2019.

Both Hickey and Kelso are members of the executive team, along with Russell who also sits on Ofwat’s board.
